Subject: [PATCH] chore: update gitea to 28.1.0

Update version to 28.1.0.
Remove %doc CHANGELOG.md as upstream no longer packages root CHANGELOG.md
in release tarball.
Prune historical changelog entries prior to 28.0.0.
