chore: update gitea to 28.0.0 and add Fedora 45 support

Update version to 28.0.0 per upstream release dropping historical 1. prefix.
Add fc45 to debug_package disablement macro.
Bump BuildRequires and Requires for git >= 2.25.0 and golang >= 1.27 to
satisfy upstream toolchain constraints and enable fast-fail on targets
lacking support.
