Update version to 28.2.0 and append changelog entry. Upstream release highlights from https://blog.gitea.com/release-of-28.2.0/: - Security fixes for multiple CVEs (including SSH certificate principals lookup in #39839, OpenID state validation in #39642, issue attachment validation in #39839, and Actions artifact v4 size limits in #39818). - Dependency updates including golang.org/x/net to v0.60.0. - Bug fixes across OAuth2, Actions, PR diff tree, and webhooks.
